Did you install the glib2.0-dev package?

One way to make sure you have the files needed to build orca is to use
apt-get build-dep gnome-orca

This will install all the packages needed to build Orca from source.

doesn't save all the messages. I know there's an additional parameter, but 
I've forgotten it.
