Hi Krister,
sorry if I have not understood what you want, but turning off the
navigation keys would be not a good suggestion, since we need this to
navigate a complex structured page.
I think that establishing a framework of navigation through the elements
of a website is urgently needed, and not only for headings.
I think the best solution for your problem would be to make HTML editors
accessible by creating special scripts for such programs.
