Because Orca makes other applications accessible, such as
OpenOffice.org, and because some people like to use Orca with Gnome
Terminal for their terminal access anyway.
btw they doesn't support JS aso as FF, so why should people need Orca if
they won't switch from text-browsers to something better ?
It's not compiled into the ELinks packages in the Ubuntu repositories,
but actually ELinks does support some JavaScript:

There are also patches to make W3M use JavaScript, although they're now
at least four years old.
