The braille functionality in Windows is due to the fact, that Windows
screen readers have their own braille drivers.
The use of the upper row of routing keys as right key click does only
work under Jaws and Window eyes. I can't remember having seen this work
in brltty - can't test it now, I'm writing this in Thunderbird for
Windows - but I try it later.
So the conclusion is that there should be an Orca specific driver for
braille.
And in order to change flat review and focus tracking mode, there must
be a key to switch them explicitly, like we have it in Jaws. When I
remember right, in Window Eyes the braille display tracks the pointer or
the WE cursor, and not the caret.
