Now that I've looked at it a little, I'm guessing that the bug is with portaudio rather than gnome-speech or espeak. Feisty is using Portaudio 18, so it makes me wonder if things would work better with v19.

It appears to be a bug in gnome-speech or espeak.  Only one device can
write to /dev/dsp at a time.  The gnome-speech espeak driver normally
opens it when it is writing to it and then closes it, but, if it is unable
to write to it because another process is using it, it sometimes opens the
device and does not close it.  (Perhaps it doesn't record that it still
has the device open and later tries to open it but can't because it
already has it open.)
