I think that it would be good if blank lines would be enabled by
default but I would like to be able to customize this feature on per
application basis.

Also, I would prefer orca to play a specific tone on a blank line,
rather than speaking a word on it. I just got used to such behaviour
in the emacspeak environment. In my case emacspeak plays a specific
tone when I am on a blank line. Another tone is played when non
alphabetical character is detected when I set my punctuation level to
'none'. I would like to see similar behaviour in orca (or just be able
to set orca to behave that way if most of other users will prefer
different aproach).
