LSR is already in Ubuntu Edgy Universe. It is an older version, but the
requirements should be the same for the current source version so
installing from source should work.
This is the list of dependencies as shown by aptitude:
Depends: python-central (>= 0.5), python (>= 2.4), libgnome-speech3
So I would guess you would need python2.4-dev and libgnome-speech3-dev
to build from source. The configure script should give more information
if some packages are still missing.
This is the list of packages that would be installed as build

Most of these packages may already be installed on your system, or will
be installed as dependencies when you start installing some of them.
Note that the festival requirement may not be necessary if you wish to
use another synthesizer, but it may be installed anyway as a dependency
of libgnome-speech3 or speech-dispatcher, and python-speechd, which are
optional dependencies of the latest LSR source.
