With respect to gnome-speech, the Java support is needed to build the
gnome-speech driver for FreeTTS.  If you don't a a need for this, the
the gnome-speech build should work fine without the Java access bridge.

You should be able to do this in three meta steps:

  o Obtain/install IBMTTS from IBM
  o Build gnome-speech, enabling the IBMTTS driver
  o Run orca-setup and choose the IBMTTS driver
