I can give you another data point. Using Solaris x86 (Nevada build 34),
with
JDS/GNOME 2.14, and the latest Orca from CVS HEAD, I can happily
Control-Alt-Tab to select the bottom panel, then keep Tab'ing to select the
volume control. When it initially gets focus, I get the following debug
output:

I have key echo enabled in my ~/.orca/user-settings.py file (via
orca-setup),
and when I use the arrow keys it echoes "Down" and "Up" but there is no
other spoken or brailled indication from Orca. The volume does successfully
change though. No irratic behavior.
This might be a good example for somebody interesting in starting to do
Orca
scripting. It would be nice for the current volume to be spoken/brailled
after it's
been set to a new value. If anyone is interested, I can help them get
started on
what needs to be done.

It's almost as if pressing the up and down arrows is causing the
focus to shift off of the sliders. I'm not sure whether this is
indeed the case, or whether Orca is just not tracking them properly.
If anyone can shed more light on what is going on, that would be great.
