Do you see any error messages about dnsmasq in 'journalctl -u
NetworkManager -b'?

Hmmm, yes -- a bunch of these.

Ahah. I had unbound enabled _separately from NM_ as part of prior
experimenting with that. Well, I feel silly now. Thanks for your help.
