In the /boot directory, there should be a file named config-xxx, where xxx corresponds to the output of the 'uname -r' command. My only conclusion is that there is a configuration error in that Fedora kernel and CONFIG_RTL8192CE was not set. Driver rtl8192ce, which is the one used by your card, has been available in every kernel since 2.6.38.
