New upstream tracker bug 'nm-patch' to manage bugs that are being worked on



Hi,

I opened tracker bug "nm-patch" (742780) which comes together with the
bug 'nm-review' (728406).

The idea is, bugs that are currently being worked on should either block
'nm-patch' or 'nm-review'.

A bug should only block one of both, not both (because 'nm-review'
already blocks 'nm-patch', so you see all the combination of them in the
dependency tree of 'nm-patch' in the link above).


'nm-review' means: requires action from reviewers
'nm-patch' means: requires reworking (after/before review)
