No, if a SIM PIN is set, you must unlock the SIM every time the modem is
powered on.

Correct. Each SIM may have a different PIN. Operators often set this
PIN during manufacturing and provide the PIN on the snap-out card that
the SIM came in, or they have "standard" PINs. But either way, you need
to know the PIN before the modem can be used with that SIM.
