We've got two mostly separate things here:
1) APN "type" like you've submitted:
wap/handset-internet/broadband-card/mms. This is orthogonal to how it's
billed; it's really about how the provider intends it to be used.
2) Billing type: prepaid/postpaid
You can have any sort of combination of these; broadband+prepaid, wap
+postpaid, etc. So either we probably do need to be able to list
multiple of these attributes for each APN.
A core problem here is that we're trying to impose some measure of order
on this APN system when that's not really how the world works; it's how
*most* of the world works. So we have to be careful not to impose too
much order, and allow users to override things when we inevitably get
things wrong.
