This does not look specific to NetworkManager, as long as NM is working strictly in the limits created by the RFCs...

The last 64 bits are recommended to be based on the MAC address, but not only is this not required, it is not recommended for a server.

For example:

$ host www.ietf.org
www.ietf.org has address 64.170.98.32
www.ietf.org has IPv6 address 2001:1890:1112:1::20


I could dig through the RFCs or ask my friends.  But they are busy for IETF in Bejing next week and I am going to IEEE 802 next week in Dallas.
