Can you try to send only "ATZ" and "ATZ E0 V1" to your modem (using minicom or kermit or wvdial) and see if that works? Or if it's specifically "Z" command that doesn't work, does this command work: "ATE1 V1 X4 &C1 +FCLASS=0" ? I've seen a device which doesn't like "+FCLASS" command.
