What version of NetworkManager?

Could you possible attach to NetworkManager using 'gdb' as root before
you remove the card, then remove the card, and send the backtrace?  Like
so:

<get root>
pidof NetworkManager
gdb attach <pid # from last step>
c
<remove card here>
thread apply all backtrace
<copy & paste output into a reply email>

That is likely a driver bug; the driver appears not to support scanning
correctly.
