Do you have anything in /etc/network/interfaces for eth1? You need
the following for ifup to work (Not related to your NM issues at all,
just to not bringing up your interface):
auto eth1
iface eth1 inet dhcp
The version of NM in Ubuntu and Debian won't manage any devices in
/etc/network/interfaces that have static information but it should
work fine with dhcp.
