Drop the menu down; that makes the scan trigger happen earlier. You'll
never get an immediate scan, because of a few reasons:

1) sucks power
2) stops all network traffic for a certain period of time
3) sometimes hangs for longer periods of time (madwifi)

NM tries to be somewhat intelligent about scanning. If you touch the
menu, it will back the scan interval down to 20s. We can probably
adjust some things here and there but most of the time you should never
be requesting an immediate scan. If you have a problem with out-of-date
scan results after hibernate, then we need to make sure NM is scanning a
few times fairly frequently on wakeup.
