Both, really.

NetworkManager could have been smarter about what it was doing, but
GNOME keyring really should not pop up more than one dialog.  The real
kicker is if two apps both unlock the keyring, you get two dialogs.

Luckily, we have a patch for the latter issue, too:  See Joe Shaw's
patch at http://bugzilla.gnome.org/show_bug.cgi?id=331003
