Are you running with SELinux enabled and in enforcing mode? I noticed from a previous email that you are running a Rawhide system. I haven't been able to fully quantify how/why it happens but something with SELinux gets messed up between reboots. If I relabel the filesystem at bootup (touch /.autorelabel and then reboot) then things work great. The next time that I reboot SELinux isn't working properly. It may be that I'm installing something that is changing the SELinux labels and that's what's been messing it up (if you run Rawhide things change frequently, including kernels and SELinux policies, even glibc and gcc lately). Try relabeling (touch /.autorelabel and then reboot) and see if that helps things. Check /var/log/messages and /var/log/audit.log for messages relating to SELinux, dbus, NetworkManager, dhcpbd, and wpa_supplicant.
