[Nemiver-list] user manual

For some reason, I decided to hack up a quick user manual for nemiver.
What's your opinion of hooking this user manual up to the help menu in
nemiver?  It would essentially add a libgnome dependency for
gnome_help_display(), and a developer dependency (but not a tarball
dependency) on gnome-doc-utils (and a sufficiently new version of
gnome-autogen.sh)
