I'm just brainstorming how this should be handled -- if at all. My
reasoning was, that assuming having a New Window option available from
the desktop made sense in always_use_browser mode, what functionality,
if any would be shown to users who had not chosen that option? Having
operations that are only visible depending on the browsing mode could
get kind of confusing for people.

If it is something doesn't make sense to implement for either mode and
is better served by just having a panel launcher, etc, perhaps we should
mark the bug as WONTFIX or something? (ref:
