There's not really any big usability reason not to put toggle buttons on
toolbars-- after all, where would word processors be without the
ubiquitous Bold, Underline and Italic buttons? :)
A smaller usability argument might be that (in their 'off' state),
toggle buttons look exactly like regular pushbuttons, so until you learn
which buttons on a toolbar are pushbuttons and which are toggle buttons,
clicking them can be a bit of a surprising experience.
