Yes and it would be more flexible to use than clipboard. One could
move files to the shelf multiple times, whereas cutting and copying
empties the clipboard before the operation.  The user could travel her
directories and place all files that do not belong to some directory
to the shelf and put them on the right place while passing that
directory.

As my friend mentioned, the shelf approach could be confusing to a
beginner so there probably could be also the cut/copy/paste -approach
implemented to the beginner -mode. (Atleast people having Windows
experience are familiar with ccp-style of managing files)
