Sounds like we need a way to handle this in the WM spec, and maybe
have GTK deal with the details.

I would envision:
 - client sets a hint saying it supports the magic "conditional raise"
   protocol
 - client does something-or-other when it decides a raise is
   appropriate
 - wm does the raise if configured to do so

Then it works for all DND in all apps.

Havoc
