My understanding of the issue was the the props window didn't _stay_
on top. I would expect it to _come up_ on top, this is a WM decision
however.

If the window isn't reasonably a transient for any other window, then
its current behavior is probably correct. You only want "keep on top
of parent" if it's going to be apparent to users that the transient is
indeed logically related to that parent.
