I'd second Paul's comments that it's kind of both. Whilst a stack is a
"nice to have", the vendors will inevitably pick and choose based on
what their particular device is trying to achieve. I suspect the
different combinations at the UI level will be one of the key
differentiators between the handsets/devices.

It's good to have a stack, to be able to see everything available in
one place, but like the rest of the linux ecosystem, there'll be lots
of cherry picking (and, I hope, contributions back).
