My two cents.

If someone is not providing enough information, unclear references or
some kind of info that requires you to spend like hours... then I
wouldn see anything wrong in sending a "no, sorry, because of this and
that and please resubmit providing contacts and accurate info".

This person would not be in the queue, your statistics would look
better, and people bothering about the Foundation would do better next
time.

It's not that difficult to apply properly, it takes no more than 15 minutes.
