Technical stuff for the elections

Hey Mike !

We were wondering what we need to do for the elections from a technical
point of view. There's a script to count the votes (vote-counter.py),
but, well, that's all I know and I'm sure there's much more to do.

Do you have this (forgotten) knowledge ? Would you be okay to guide us
for this stuff ? This would ease the preparation of the elections.
