Installing Meld

Hi all,

In HEAD, Meld is now built with stand-alone distutils (i.e., no more
python-distutils-extra requirement; the necessary parts of that have
been copied in and adapted). There are bound to be some rough spots
(in particular customising installation prefixes in detail won't work
properly) but running installed works well for me.

In other words, if you still have problems installing current Meld,
then these are now actual bugs.

If anyone feels like helping out, then the next thing to do build-wise
is to make sure that translations for the new manual can be built,
probably using yelp-tools.
