[PATCH] Should pass all args to UIManager.insert_action_group

I filed http://bugzilla.gnome.org/show_bug.cgi?id=574181 for an issue
with backwards compatibility with pygtk <= 2.12.

A default value for the pos argument to
UIManager.insert_action_group() was added after 2.12, and meld relies
on that default, and as a result will throw an exception and fail to
attach actions under older versions of pygtk without the default
argument value.
