Works for me with gnome-terminal 2.0.1 and current mc.  If mc has X11
support, then it's a bug in mc and needs to be reported properly, as
described here: http://www.ibiblio.org/mc/MAILING_LISTS

If X11 support is disabled in mc, then mc is doing it's best and it's
gnome-terminal that needs to be configured or fixed.

I cannot reproduce it.  Have you tried "Learn keys"?
