It can be a limitation of S-Lang.  I believe that you need internal 16 bit 
representation of the characters in the screen buffer (which is kept by 
S-Lang or ncurses).  You may have better luck with new versions of 
ncurses.

Please try test programs for ncurses first.  I don't think the problem is
in MC.

If you discover that the test programs work in UTF-8 and MC doesn't, then
your questions can be of some interest here.
