Thats right. I assume that you mean 4.8.3 as latest release - this version smoothly compiles under Ubuntu Precise 12.04
You should refer to the list of build dependencies: https://www.midnight-commander.org/wiki/doc/buildAndInstall/req or
use prebuild versions from your distributions or some from: https://www.midnight-commander.org/wiki/Binaries
