I put this in svn, in the old website, since I don't know the current
status of the new website, and it's easier to use the existing
infrastructure to get the translations:

(beware that the build fails if you checkout this: you'll need to change
docbook_html_style/yelp-customization.xsl so that it doesn't use a
non-existing docbook.xsl. It's referencing a specific file on gnome.org
servers to speed up the build)

I have a couple of comments/questions, though:

 + I didn't put screenshots. I don't know what's the current status of
   the screenshots, or how they should be included in the release notes.

 + I guess there should be only one webpage for the release notes.
   However, the current build generate one page per section. Does anyone
   know how to fix this? Or maybe we shouldn't use section, and use
   something else instead?

 + I copied the first index page from 2.16. Is this what we want?
