Yes, exactly.
Looking at that SVG file:
"News Projects Art..." -- primary navbar, common to
all GNOME pages
"About Download Contribute...." wgo secondary navbar,
common to all wgo pages
"Block contains Links for pages within in a section.."
-- essentially a tertiary navbar/navblock
Bugzilla's *current* top-level navbar is within
bugzilla. So add the gnome-wide primary above it, and
it becomes a secondary, and the design in that SVG
allows for a primary and secondary horizontal bars.
Bugzilla doesn't need a tertiary.
