I've found that the message
Need to define SoupGNOME_2_4_gir_MSVC_Files.
appears to be generated by libsoup\build\Makefile.msvc-introspection
Possibly generated initially fro libsoup\libsoup\Makefile.in?
The big question remains: How to fix it?
