'MSVC' in libsigc context is 'Visual Studio .Net 2003 or above', as 
indicated by the directory name 'MSVC_Net2003' in the tarball. The 
VS.Net 2003 is good as far as template support goes. I in no way 
advocate trying to support a compiler from 1997.
