The .lib files are now named libsigc++2-vc_net2003.lib and 
libsigc++2-vc_net2003D.lib for release and debug, respectively. I've 
also made the name more consistent with what it was in the 1.2 series.

I've renamed two files: libsigc++2_msvcNet2003.sln and 
libsigc++2_msvcNet2003.vcproj in the MSVC_Net2003 directory.

I have updated the file again:
