It is somehow similiar. But KHotNewStuff's motiviation is to help user's
sharing their data. NewStuffManager instead aims to make the life easier
for developers. In addition, NewStuffManager only exists on the client
side. You can save your files where you want and you don't have to setup
a server script. Of course, you still have to upload the plugins somewhere.

Basically, you have to write your own GUI. But as I already said,
Deskbar-Applet already includes some code that can be adopted. [1]

I'm currently working on that. I don't ask to fully depend on it right
away. An optional dependency should work in the beginning.
