We should do the glade feature regardless; glade already works around
a number of old GTK defaults, such as default label alignment, that
haven't been changed on the GTK level for back compat reasons. The
label alignment workaround predates the HIG by years.
Even if Owen decides the frame thing is cosmetic enough to be worth
breaking, there will always be stuff like the label alignment that
definitely can't be broken. (You'd suddenly have all kinds of labels
messed up.)
If we track this stuff in bugzilla, it could probably be cleaned up on
the GTK level for 3.0.
Of course, all this presumes that glade is moving forward actively.
There are lots of nice HIG-friendly things that could be done on the
glade level, nothing stopping us from changing the frame defaults
there right away.
