Yes, I think so. For instance, Chinese visitors should see the Chinese
translation of this page automatically:
http://library.gnome.org/misc/release-notes/2.30/

That works by recognizing the language that the browser requests, which
is usually based on the user's general locale on the computer. It's not
location-aware.

This is only for the "Programming with gtkmm book". It might also be
possible for the API reference:
http://library.gnome.org/devel/gtkmm/stable/
(Which will soon have some nice text on that main page, thanks to David
King.)
though I guess that would be a huge amount of text to translate.

All of the "Programming with gtkmm" book, plus some extra example source
code that is not yet shown in the book.

The website is very simple HTML, using Server Side Includes to avoid
some repetive HTML. I'd welcome suggestions for making it translatable,
though it would have to still be simple. I have no interest in
maintaining a CMS.
