Installing ExtUtils:::PkgConfig on windows

I am trying to use Gtk2::GladeXML on my windows XP machine. I need to install ExtUtils:::PkgConfig
first. When I do perl -MCPAN install of the package
 
cpan> install ExtUtils:::PkgConfig
....
....
CPAN: Archive::Tar loaded ok

Removing previously used \.cpan\build\ExtUtils-PkgConfig-1.05

Looks good



And the script just hangs after that. Is this an issue with my environment or something to do with
the ExtUtils-PkgConfig ?

I am able to install other cpan modules using the same approach.
