if you look in Makefile.PL just above the section of postamble that
adds
those rules there's a line that is don't add them unless we're not on
MSWin32.
those went into CVS yesterday --- they weren't present in last week's
release tarball.
basically, the problem is that NMake doesn't support the $+ variable
like most other Make variants. since the install stuff doesn't make a
lot of sense on win32 anyway in the absence of a /usr and such, i just
disabled it.
