It's ifdef'ed out:

   #ifdef PANGO_ENABLE_BACKEND
   PangoContext *pango_context_new           (void);
   #endif /* PANGO_ENABLE_BACKEND */

Together with the other information from Bjarne this probably means that
it shouldn't be accessible from perl.
