[REGRESSION] FileSelection behave wrong with utf8

i just got a report about FileSelection widget that wrongly play with
utf8.

eg, the user got:
"SÃ©lectionnez les polices ou dossiers et cliquez sur Â«Â AjouterÂ Â»"

instead of:
"Sélectionnez les polices ou dossiers et cliquez sur «à Ajouter »"

accentued characters were garbaged

i can reproduce it:

i remember gc had to fixed the same bug in inline tree (maybe the same
bug origin, hint, hint)
