I was recently faced with the same problem. My software has to run on
Gnome and CDE from a Sun desktop or through Exceed/Citrix on Windows.
Some of the panels are accounted for when requesting screen size, but
some are not.
I gave up and made the maximized geometry configurable by the user. If
the user adds panels or changes screen resolution, the user needs to
change the configuration. I'm not happy with the solution, but I can
make my apps behave the way they are required to.
