libexpat.dll?

I've been following Tor's instructions for setting up a GTK build
environment on windows and hit a problem:

the libfontconfig-1.dll seems to link to something called libexpat.dll
(as discovered by dependency walker), whereas the expat.zip that page
links to only includes xmlparse.dll.

I copied xmlparse.dll to libexpat.dll and it seems to work, but I
wonder if that's right. Is libexpat.dll part of expat2? Google is
failing me :(
