If dillo displays html by those fonts, the font handling of
the widget to display Japanese html is very different from
gtk+-1.2 proper widget families (as you've found that gtk+-1.2
does not support UCS2 nor UTF-8). Therefore, even if you can
find something named as eucjp-fonts-asian.tar.gz, they won't
help gtk+-1.2 problem.

gtk+-1.2 proper widget uses X core fonts, so the font file in
/usr/X11R6/lib/X11/fonts/misc are what you're looking for.

The font names in gtkrc.ja should be X core font name, not
font file name, nor fontconfig name. Please show how did you
wrote it. Anyway, font access via X core font API requires
that X-server is configured correctly. To check X-server's
configuration, using xlsfonts/xfontsel/xfd are recommended.
